AUSTIN (AP) - A stretch of Interstate-35W in Fort Worth tops the list of the most congested roadway segments in Texas.

The Texas Department of Transportation released a list of the top 100 roads on its website. Interstate-35W from Interstate-30 in downtown Fort Worth to Highway 183 totaled 1.2 million hours of delay in 2011, according to TxDOT’s data.

Next on the list was Interstate-635 in Dallas County between Interstate-35E and Highway 75. Parts of Interstate-45 in Harris County, Interstate-35 in Travis County and the Woodall Rodgers Freeway in downtown Dallas rounded out the top five.

AUSTIN (AP) - Gov. Rick Perry and his wife Anita are headed to Italy for an economic development mission.
The governor’s office said Friday that the Perrys will leave Sept. 4 and return Sept. 12.

The governor plans to meet with Italian business and government leaders. He also will participate in the 38th Annual Ambrosetti Intelligence on the World, Europe and Italy Forum.

Perry’s office says the trip is being paid for by the Ambrosetti Forum and TexasOne, a state economic development and marketing fund. It said no taxpayer dollars are being used for travel or accommodations.

Texas sent $1.3 billion in exports to Italy in 2011 including petroleum and coal products, electronics and chemical products. Over the last nine years, the state has received $424 million in foreign direct investment from Italy.

AUSTIN (AP) - The Longhorn Network will carry two Texas football games again this season, though not any Big 12 contests.

ESPN announced Wednesday that the Longhorns’ first two games — both at home — will be televised on the network, which still hasn’t struck deals with most major national distributors.

The opponents are Rice in the season opener Sept. 1 and Wyoming on Sept. 8. Both games will start at 7 p.m. Central time.

The network, which is a 20-year, $300 million partnership between Texas and ESPN, aired two Texas games when it debuted last year, including a Big 12 game against Kansas. It will also televise two Texas State home games, Sept. 29 against Nevada and Nov. 10 against Louisiana Tech.

SAN DIEGO (CBS SPORTS) - When it comes to pass catchers, the Cowboys are in a bad way. Pro Bowl tight end Jason Witten suffered a lacerated kidney in the Week 2 preseason game against the Raiders and, earlier this week, wide receiver Dez Bryant was shelved for the rest of the month (at least) because of knee soreness. Then there’s Miles Austin, who when healthy lines up opposite Bryant.

Except that, like virtually everybody else, Austin hasn’t been healthy. He strained his hamstring on August 4 and he’s been sidelined ever since. So, when will we see him? Good question.

“We’re basically just wanting to make sure he’s ready for New York,” owner and general manager Jerry Jones said Tuesday during an ESPN radio appearance. “That’s where it’s all headed for him. He probably will need some work, just logic tells you, before he gets in the game, but we’re not interested in seeing him [play in the preseason].

You know who else would be the first to tell you that he’ll be ready to go come Week 1? Bryant, who did exactly that on Tuesday. “You know I’m going to play in New York, that’s without a doubt,” he said, according to Cowboys beat writer Clarence Hill.

As for Austin, his hamstrings were an issue last season, too, causing him to miss six games.

For now, the group of healthy wideouts are led by grizzled veteran Kevin Ogletree, the only member of the bunch with a regular-season NFL reception. He’s joined by Andrew Holmes, Dwayne Harris and Cole Beasley.

NEW YORK (AP) – A federal judge in Austin, Texas, has thrown out Lance Armstrong’s lawsuit against the U.S. Anti-Doping Agency, an attempt to stop the drug case against the seven-time Tour de France winner.

Armstrong has repeatedly denied doping. His lawsuit claimed USADA lacked jurisdiction and that its arbitration process violates his constitutional rights.

U.S. District Judge Sam Sparks dismissed the lawsuit, allowing the case to proceed. Armstrong can appeal in federal court, go ahead with USADA’s arbitration or accept its sanctions.

Penalties could include a lifetime ban from the sport and loss of his titles.

USADA says Armstrong took steroids and blood boosters to win the Tour de France every year from 1999 to 2005.

AUSTIN, Texas (AP) – Gov. Rick Perry has replenished his depleted campaign war chest since he abandoned his presidential bid in January. This has fueled speculation that the longest-serving governor in Texas history will seek yet another term in 2014.

Perry raised nearly $2 million from the start of the year through June — even after a series of gaffes during his White House run left his political future looking murky.

He now has about $3.3 million cash-on-hand. This is slightly more than what he had midway through 2008, two years before he waged a successful primary battle against U.S. Sen. Kay Bailey Hutchison.

Meanwhile, Texas Attorney General Greg Abbott, who is widely believed to have gubernatorial aspirations, has raised $3 million this year. In all, Abbott has $14.5 million.

AUSTIN, Texas (AP) — Texas historically has one of America’s highest incarceration rates per capita but has slipped to its lowest level since 2008, falling to fourth overall among the 50 states.

Some experts say the state’s increasing reliance on rehabilitation programs has been the key.

The Austin American Statesman reported on Sunday that last month, Texas’ prison system posted its lowest head count since 2008, even as the state’s overall population booms.

Instead of 156,500 prisoners behind bars in the state’s 111 state prisons in 2011, the lockups this year held about 154,000 — a drop of about 2,500.

Experts say that a decrease in crime rates, changes in demographics and an aging state population mean fewer prisoners.

But Texas judges are also increasingly sentencing offenders to alternative treatment and rehabilitation programs.
